ALBANY — If you’re going to tax ride-hailing services to boost mass transit, why not do it statewide?

Leaders of the New York Public Transit Association are asking for more state operating aid in this year’s budget, and they’re suggesting a surcharge on ride-hailing trips as a new, reliable revenue service.

A panel appointed by Gov. Andrew Cuomo suggested exactly that for for-hire vehicles in Manhattan, which the governor and the panel say is a principal cause of higher traffic congestion in the densest parts of New York City. The money would be directed to the Metropolitan Transportation Authority.
