The New York State Senate and Assembly released their one-house budget bills. The outreach and education efforts by NYPTA and its members have resulted in very positive actions on transit funding in both the Assembly and Senate. Both houses have included increases in transit operating and capital assistance above the Governor’s Executive budget proposal. These budget bills form the basis for negotiation of the final state budget over the next several weeks.

On January 13, 2016, Governor Andrew Cuomo released his SFY 2016-17 Executive Budget. The budget contained recommended appropriations for 2016-17 for transit operating and capital aid, and also included a proposed 5-year capital funding program for Non-MTA transit systems, the first multi-year capital program proposal in many years.

BudgetChartPreliminary Review of Governor’s 2016-17 Executive Budget Proposal

On January 13, the Governor released his 2016-17 executive budget proposal. The proposal includes significant transportation infrastructure investment including increased investment in MTA and upstate transit systems. The proposed transit funding to upstate and suburban downstate transit systems begins to address some of NYPTA’s funding recommendations, but not fully.  The proposal also includes reference to a $295 m. 5-year capital program for non-MTA transit systems, the details of which are still being researched.

Doc3jpgFederal Funding to New York Transit Systems

Ron Epstein of NYSDOT prepared a table showing the estimated federal funding under FAST to each NYS Urbanized Area based on current formulas.  The funding is shown for each formula
program: Section 5307/5340, Section 5337 State of Good Repair, and Section 5339 Bus Program.  Also shown are state totals for Section 5311 and 5310. See the  table.
 
A second table compares the total 5 year funding to each urbanized area from FAST to 5 years of current funding (at 2015 levels), and shows the amount and percentage increase in funding from FAST.  As you may recall, NYPTA's capital needs report assumed flat federal funding at 2015 levels. See the table.        

Federal transit funding to NYS urbanized areas grows at different rates based on the amount of funding each area obtains from the various federal programs.  Transit systems that receive Section 5337 SGR funding see larger increases in overall funding, as this program grows more than other federal transit programs.
